3.资格条件

3.1.制造厂商在国内不得有不良供货记录，提供相关证明资料；

3.2.设备制造商需提供业绩清单等证明文件；

3.3.提供制造厂商在中国设有的专业的维修中心信息资料，负责售后服务工作。

4.资格审查方式：资格后审

5.发售招标文件时间和地点：

2018年3月27日-2018年4月2日，每日上午9：00-11：00，下午2：00-4：00（节假日休息），在哈尔滨市南岗区闽江路233号19D发售招标文件。招标文件每份1000元人民币或170美元 (邮购每本须另加100元人民币或50美元)。招标文件售出后概不退换，没有购买招标文件的投标将被视为无效投标而被拒绝。

6.投标截止时间和开标时间：

投标文件必须在下述投标地点于2018年4月18日14:00前递交，招标代理机构将在同一时间同一地点公开开标，请各潜在投标人准时到场参加。

7.投标地点和开标地点：哈尔滨市南岗区红旗大街175号北大荒国际饭店会议室。

Procurement of the Steel ball grinding machine Tender Notice

AVIC International Trade &Economic Development Ltd.(hereinafter referred to as the “Tendering Agency”) is entrusted by AECC Harbin Bearing Co., Ltd. (hereinafter referred to as the “Tenderee”) for the goods under the company's “Spheric Ball Grinder Procurement” and Services for international public bidding.

The tenderee has already implemented the project purchase funds and will effectively guarantee the smooth implementation of the contracts under this project.

1. Bidding Project Name: Procurement of the Steel ball grinding machine

2. Name, quantity, main specifications, delivery time and delivery place of the tendered goods:

2.1 Name of Goods: Ball Grinders

2.2 Quantity and main specifications: The number of units (sets) and main specifications are detailed in the fifth part of the bidding documents.

2.3 Availability: 240 calendar days

2.4 Sources of Funds: National Funds

2.5 Delivery Location: No. 2, Nanjing Road, Limin Development Zone, Harbin

3. Qualification conditions

3.1. The manufacturer must not have a bad supply record in the country and provide relevant certification materials;

3.2. Equipment manufacturers need to provide proof of performance and other documents;

3.3. To provide information on professional maintenance center information provided by manufacturers in China and to be responsible for after-sales service.

4. Qualification method: post-qualification

5. Time and place of selling tender documents:

Mar. 27th, 2018 - Apr. 2nd, 2018, 9:00-11:00am, and 2:00-4:00pm (Closed on holidays), available at 19D, No. 233, Minjiang Road, Nangang District, Harbin Bidding Documents. The bidding documents are 1,000 yuan or 170 US dollars each (mail order must add 100 yuan or 50 US dollars each). After the bid document is sold, it will not be returned. The bid without the bid document will be deemed invalid and rejected.

6. Deadline for bid submission and opening time:

The bid documents must be submitted before 14:00 on Apr. 18th, 2018 at the following bidding sites. The bidding agency will open the bid at the same location and at the same time. All potential bidders are invited to attend on time.

7. The place of bid and the place of bid opening: Meeting Room at Beijing Great Northern International Hotel, 175 Hongqi Avenue, Nangang District, Harbin.
