上海机电设备招标有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2022-04-23在中国国际招标网公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。
1、招标条件
项目概况:根据2022 SH Fab9-P1 厂房建设项目气体监控系统工程的要求，本次招标内容包括但不限于：依据本项目建设规模，完成相应的气体监控系统新建项目的设计、制造、采购供货、运输（含二次驳运）、掏箱及卸货、保险、仓储、就位、安装及调试、试运行、配合验收、培训、售后服务、备品备件、专用工具、缺陷责任期、质量保证期及其它相关服务。
资金到位或资金来源落实情况:现招标人资金已到位，具备了招标条件。

3、投标人资格要求
投标人应具备的资格或业绩:（1）本标书要求投标人或投标联合体牵头人必须具有新建2座及以上12英寸半导体制造工厂的气体监控系统使用业绩，并提供项目的合同或其他证明文件，提供业绩公司有效公司联系电话和有效的证明人以便进行后续的信息核实。投标人所提供系统必须符合招标人现有气体监控系统设备材料及以上配置。
The leading party of the tender should have similar system design and construction experience for two 12 inch advanced integrated circuit manufacturing plant. （List the main project name and provide related certificaiton for backgroud invistigation）

（2）投标人或投标联合体牵头人必须通过ISO9001认证或同等质量管理认证资质。（提供证明）
The bidder or the leading party of the tender should have obtained the authentication of ISO9001 Quality Management System. or equivalent quality management certification（please supply proof of documents）

（3）投标人或投标联合体的一方过去3年（2019年至2021年）的气体监控系统年平均营业额不能低于400万美元。（提供证明）
The average revenue over the past 3 years of the bidder or one the bidder party is not less than $4 million (please supply proof of documents)
a) 财务状况：投标人或联合体各组成单位，未处于破产清偿状态；
b) 其他要求：注册资金足以承担本项目；
Financial status: the bidder or each constituent unit of the consortium is not in bankruptcy liquidation status;
Other requirements: have the corresponding business scope and the registered capital is sufficient to undertake the project.

（4）投标人或者投标联合体中负责施工的一方必须具有以下证书（提供证明）
The bidder or the party in the Consortium should have the following certification (please supply proof of documents)
a) 投标人或联合体成员应具有机电工程施工总承包或建筑机电安装工程专业承包一级或以上；
A-level or above qualification as specialized contractor of machinery equipment installation project
Or
A-level or above qualification as general contractor of mechanical & electrical installation project
b) 具备《施工企业安全生产许可证》
Hold the "Safety Production License"

（5）本项目施工负责人需为本单位工作人员，持有中华人民共和国住房和城乡建设部颁发的中华人民共和国一级建造师执业资格证书，注册专业需为机电工程
The person in charge of the construction of the project shall be the staff of the unit, hold the qualification certificate of class I constructor of the people's Republic of China issued by the Ministry of housing and urban rural development of the people's Republic of China, and the registered major shall be mechanical and electrical engineering。

（6）投标人需要按照技术指定的品牌要求和格式提交主要设备、材料(侦测器、软管、电缆线)的制造商授权和承诺函。
The bidder shall provide manufacturer's authorization of the major equipment and materials(Detector，sample tube,cable), as well as commitment letter in accordance with the technical requirements of the brand and format

（7）投标人在最近3年内有违法违规、弄虚作假骗取中标或严重违约或重大工程质量或安全等不诚信行为，则不得参与投标，如参与投标其投标文件将被否决。
The bidder shall not participate in the bidding if he/she has any dishonest behavior in recent 3 years, such as violating laws and regulations, cheating or winning the bid, serious breach of contract or major project quality or safety, etc., if he/she participates in the bidding, his/her bidding documents will be rejected.

（8）法律、行政法规规定的其他条件。
Other conditions as prescribed by laws and administrative regulations.

4、本次招标接受联合体投标。/Joint Bids is Available.
（1）本项目允许联合投标，如果是联合体投标，则联合体各方必须按招标文件提供的格式签订联合体协议书，明确联合体牵头人和各方的权利义务；联合体成员不超过三家，牵头单位为主设备供应单位。
The consortium bidding is accepted in the tender. If the bidder forms a CONSORTIUM to make a joint bidding for the project, all members of the CONSORTIUM shall sign a consortium agreement according to the format in the bidding document. The consortium agreement shall definite the responsibility, right and obligation among the leading party and other members of the tender. The CONSORTIUM is no more than three union members,the leading member is the system integration unit,The lead unit is main equipments vendor.

（2）联合体各方不得再以自己名义单独或加入其他联合体参与投标。
Each member shall not make a bid in this project in one’s own name or as a member of other CONSORTIUMS.
